This Blogger/Blogspot design is called "Whimsy vII" and it's available under Creative Commons Attribution 3.0 Unported License.
The design is free and works with "new" blogger - ie: it's an XML template. Please ensure that you backup your widget data, as installing a new template will wipe/erase your current widget content.
This version of Whimsy has a text header (so there's no need to make your own header image with this version) - if you'd rather have your own swanky photoshopped header, forget this one and download version #1 here.
